You just have to search through the forums other than the Ministry and House areas to find it. It will always be at the top on the first page somewhere near the chains. I announce the locations of the beans because some people do not have time to find them, but still want to collect them. The flavor and location are hidden though because some people still want to search for the bean themselves.

Like they said, they change on six hour intervals.
