I would need more context regarding the former. You would not be able to invalidate another player's thread by saying "it was all a dream."

Yes, you have to wait to get your iNPC until iNPC applications open again. Also, if your deactivated character was Y2 or above, you will have to wait until Kiera is Y2 too.
