iNPC applications/updates usually open up during Spring Ball, Fall Ball and Summer Camp for sure. Sometimes they will open up at other times but usually only when there's a specific event that's going on that includes iNPC schools such as the Hexwizard Tournament. But usually it's only 3 times (Spring, Fall Balls and Summer Camp) like Opeila stated above.

I'm not exactly sure but I think I read somewhere that purebloods send their children to muggle schools up until they show their first signs of magic, which would usually be around age 11. Once that happens, they take them out of muggle schools and send them to Hogwarts. However, if they show first signs of magic before age 11, they are usually homeschooled until of age to go to Hogwarts. I'm not 100% sure about this but I think it's right? I'd wait for a staff member to confirm though!

No, that is not correct.
