So this is probably a dumb question, but if I have a first-year iNPC from another school, is it possible that they might come for the Hexwizard Tournament or no? (I'm thinking about creating an iNPC)

Correct me if I'm wrong, but I believe you're asking if the other schools are attending the Hexiwizard tournament. If so, yes, they're allowed to come and participate. The whole point of the event is to have all the schools come together. And, don't stress about it. It can be a bit confusing sometimes, so never think a question is dumb. Feel free to ask anything!

One more question: I want my iNPC to have a bit of a connection to Grace. (Pen pals or something along those lines, something small) Would I need to do an index reapplication form or can I just add it?

As long as it isn't like, a long lost brother or somebody essential to her plot you should be fine. Even a distant cousin wouldn't require Index reapplication.
