Hey, I want to ask the following:
Can my character have a throwing star hair pin and a small dagger in the folds of her dress when going at a ball, because she and her hunted throughout the year for their money by opposing lineages, and because her parents fear for her safety? This won’t be used unless she is in a life or death situation.
She is not proficient at its use, but she knows just enough to defend herself if needed.

Your Corporeal Patronus can either be an animal or a magical creature. IIf you choose an animal, it must either have not been extinct for more than 200 years, or there must be an accurate recording, picture or drawing of what it looked like. It must be or have been a real animal. In the case of magical creatures, your Patronus has to remain within the bounds of creatures that are known to exist in the magical universe of Harry Potter.

1) Eugenia would be breaking a in-character rule (#12 no weapons other than your wand), so she could be caught by the moderators at the ball.
2) She could not use it during a "life or death situation" at the ball that's part of the moderation. That would give her an unfair advantage over other players. It would be for her RP-flavor and character story only.
For the patronus, yes you can have a wampus cat! What Ophelia said.

You'll still need to follow the rules at a school function, so they still count during summer camp!
