I'm getting into my literature mode but if you really think about it and the writier's intention behind Hagrid's expulsion, it actually symbolises the fear that institutional authorities have towards Tom because I can tell you they knew he was different from the start but chose to not act upon it but as he grew, they learnt his true power and began to fear it without necessarily displaying it publicly. They have done this instead of supporting him which shows that Hagrid's expulsion is his own rebellion on this ideology after he caught up on it. At this point, Tom genuinely thinks he is isolated even in the magical world because even they think he is too different for them. So he is asking "Where do I truly belong?"
