Chocolate Frogs can be bought from Honeydukes in Hogsmeade, but you need to either have a fake permission slip (which can be bought from Weasleys' Wizarding Wheezes in Diagon Alley) or be a third year. Every Flavour Beans are scattered around the site. One spawns every 6 hours. There's a thread where you can be notified if someone finds a bean! They're like collectibles. Here is the thread. At the moment, no one has found the most recent bean. I would recommend subscribing to the thread using the little bell symbol to get the notifications.
