Hello do I have to reindex for a Inpc and if I reindex in my second year do I start as a first year again?

No, you wouldn't need to reindex. To reindex means to apply for a key change in your current character's encyclopedia (adding a family member, important event etc.).
To get an iNCP, you'd need to apply for it and create a new account. You can read all about it here! Your iNCP can be either the year as your main character or younger, meaning that if you'd get it in your second year, they could either be a second year or a first year.

Just please keep in mind that you'd need to have your current account for at least 6 months before applying for an iNCP

Yes, you would just have to indicate that you want your iNPC to play Quidditch in your application.

Yes you would. But like I mentioned previously, you would need to have your account for at least 6 months before even applying for an iNCP, so please keep that in mind.
