Potato peelings can be found in the apothecary shop. The ingredients are sorted alphabetically so you should find them in the Ps. One potato peeling is equal to 1 knut, so you'd need to convert the amount of money you owe to knuts (conversion can be found here). When you purchase the potato peelings, you can go to your trunk (in the dropdown under your image in the top-right corner of your screen), select "ingredients," and use the "give" function to send the potato peelings to Quinn.
