You can RP them, but don't name them or use them specifically. They can just be there in the background, unless you get somebody's permission to use their pet

No, iNPC’s do not have a stipend like PC accounts do.

When it says a minimum of 6 points for house cup rewards, does it mean monthly or yearly?

Monthly. If you get a minimum of 6 hp in that month, and your house wins the cup, you get the rewards
