Here are the Tenusa requirements. As long as you include Parselmouth in your initial character application, your character can talk to snakes! They can be a muggle-born, too!

Basically, you can only RP with the spells you have in your trunk (and you also have to meet the prerequisites if there are any). But, I quote this from Ramadan's errand thread:

To fill their newly created lanterns with a glowing light, students were welcome to use their wands to cast Lumos. Those who do not know this spell could ask other students for help, or approach a staff member, who will be glad to help.

So if you don't have Lumos, I suggest you to find an RP partner that have the spell or vaguely mention that you ask other student/a professor to help you light up the lantern.
