In the Gryffindor girl's dormitory, for example, we have both official IC and OOC flood threads in each dorm room.

Hm, I'll have to check for those. I haven't seen them befor if they're there, they might have gone inactive.

EDIT: There's an extremely inactive OOC one, but no IC one.

@Alina Rosier, to answer your question. No, students are not allowed to make flood threads own their own, especially not IC ones. The reason for that is to avoid people getting around the 200-word rule. Making flood threads (both IC and OOC) is a staff-only thing.
