Not on an official level, no. That would be something you'd have to arrange with people privately (this does not mean you should send owls to random people and ask them for money, please don't do that) and staff would not be moderating it. So if money is borrowed and not paid back, staff would not intervene.

There are a few ways to go here:

First, if you just want to fly in your RP posts, I believe you could borrow a school broom. Check with our Professor of Flying for details! He won't lend you a broom if it's your plan to fly into the Forbidden Forest!

For a very small amount of money -- like less than 20 galleons! -- you can buy one of several cool brooms from Quality Quidditch! If you save your sickles, you'll have enough in 3 to 4 weeks!

It's a little unseemly, but you can beg. People have done it in the past, simply by posting in Let's Chat. (As Opeila says, don't owl people for this!) Generous people have given money so new kids can get pets or brooms or chocofrogs.

You can set up a shop if you have some artistic or coding skill and earn some money!

Be sure to check out our list of current Errands! Errands are mass / group thread activities that you can participate in which offer rewards. Some offer money. Some offer objects that can be traded or sold for money.

Do your homework! (Literally!) Especially since you are a fellow Slytherin, I recommend this as a good way to earn money. Check out the list of Monthly House Cup Rewards! Both November and December offer items that are worth 6 to 10 galleons, if you earn enough house points.

If you are planning on joining one of the broom sports teams (racing or quidditch), teams do have a broom fund which is used to buy a non-decrepit broom for you to use. These are the more expensive brooms that would set you back 100 or even 200 galleons. Keep in mind: you wouldn't be given one of these brooms unless you make it to the playing roster.

Items like this give you the privilege of using them in RP. You can write about Karina receiving it by owl, what it says, etc.

Hi Avis! No, they would have been announced at the beginning of the brewing section, but nothing's stopping your group from brainstorming a bit!

I was wondering if I can have a solo where Mateo and Tracey are sending letters to each other. Is that allowed? The format will be along the lines of my other solo in the owlery:
