Since they redid the entire iNPC system, they allowed people who already have an iNPC to erase that one and make a brand new one if they wanted to take advantage of this one time offer. It is now closed though. Also for pre-existing iNPCs, I believe you can still make them into special races but you must give a suitable IC reason behind this. The ability to deactivate your current iNPC and create a brand new one is still open until October 1st. And what Eugenia answered earlier is correct that you can only change your current iNPC into a werewolf or blood thrall with the help of an existing PC character. For any other race/talent, creating a new iNPC is the way to go.

I understand that as iNPC lycanthrope population increases, iNPCs will be able to turn other iNPCs (and PCs, for that matter). The thing is that as of right now, we have few/no iNPC special races (as they're new to the iNPC system), so the CURRENT only way to do that to an iNPC is by a lycanthrope PC doing the turning. Regardless of who does it (PC or iNPC), the consequences IC of doing so are very dire, and should be handled very carefully and seriously OOC as it could result in loss of that iNPC/PC's playability (as turning someone is a high crime in wizard society).

But this is what I currently understand (as I am actually also pursuing an iNPC turning thread at the moment), please correct me if I'm mistaken.

Yes, I believe if an iNPC or PC turns another iNPC or PC into a wolf, the person who is responsible for doing the turning will most likely either get sent to Azkaban or will need to 'retire' or stop playing that character because IC this is a very serious offense and will not be taken lightly. That person will probably not be able to continue playing the character at their school, so unless the person intends on 'deactivating' their character for good and creating a new one, it's not likely to happen.

No, it could work if they kept it a secret. So the pc could keep it a secret with the person whom they turned ic and the name of the lycanthrope whose fault it was would never be known. Only this way it would work though.

This is the announcement that was posted last year, explaining how werewolf turning would work.
At that time iNPCs couldn't be werewolves, so they weren't included, but the point is, turning needs to happen through a wolf that is played by another player. Not a dNPC.

So… an iNCP could turn another iNCP?

But the person they turned probably wouldn’t know who it was that turned them, right? Because they wouldn’t necessarily recognize them as a wolf even if they knew them?

Well, there is a lot of facets to consider.

1. If you are using the shared school grounds as the site for the bite, that would mean that the staff was not competent in keeping the ww locked up, keeping the students in their dorms on a full moon of all nights and failed to notice the attack before it happened. We medicate our students with wolfsbane so this is also not some out of control attack, it is a calculated choice on the player's part unless we claim that the staff did not competently provide the wolfsbane or the wolfsbane they procured was inadequate. The several layers of failure necessary would mean that the staff is grossly incompetent and unable to safely maintain wws. This is something the staff is very unlikely (read: unwilling) to go along with and if they did, it would basically mean an end to having wws in the schools because we have demonstrated a very valid reason why they cannot be there.

2. This means you need to have either a character that is a sociopath and chose to attack someone or they did not take their wolfsbane when they are away.

There is as shown above limited opportunity for the incident and would depend heavily on your characters both being in the same place at the same time.

3. If all of the above lines up, you find someone that is willing to be in a scenario where they were incompetent or evil to bite you and you are able to line up how and why you both were in this same location... now you need to trust that this person is going to keep your secret. If they don't, you're [bad word]. If they get mad at you and decide to be a [bad word], you can potentially have a lot of bad stuff happen to your character. This is a big ask of someone else. Please understand that.

But if everything lines up, then yes. This is absolutely possible.

There is something about ambition, how it not only propels you but also defines you.
