Index and Validations have slightly different opinions. Validations state the FIOM must be before the 11th birthday. Index state it must between the ages of 3 and 10 (as some students turn 11 during the school year making it moot to have it be before Hogwarts).
So both answers are technically correct. I would suggest age 10 as the latest.
Edit: I meant that people are already 11 by the time they arrive at Hogwarts. To be admitted into Hogwarts, they have to have shown a first instance of magic. So 10 should be the cut off limit I would suggest.

Coming back from the dead with a question, I'm planning yet another new character Trying to write as Quinn is really putting me in a slump T-T. Is there any rules on dnpc ghosts? Like if I had a ghost in his house of his great great great grandpa? Would that be allowed?

As for ghosts, yes the family house could also be the home of great great great grandpa's ghost! Check out our lore on ghosts and poltergeists for more!
