Yes please, register with the correct number of stats right away. Otherwise there will be one extra step which will be us asking you to change your stats to 30 when you register and it might result in your registration taking longer.

All inpc schools, for ease of practicality, are aligned with Hogwarts break times.
Christmas/Winter, Easter and Summer holidays.
Winter (2 weeks) — December, 23-January, 5.
Easter (2 weeks) — March-April (different each year), two weeks of holidays, one on each side of Easter Sunday.
Summer (2 months) — July, 1-August, 31.

So magic + electricity = not good, well established fact. But you can enchant certain electronic things (i.e. radio) to work alongside magic. My question is would it be possible for cochlear implants to be enchanted in such a way that they'd be able to work at Ilvermorny? My deaf iNPC Elias would be able to use them at home during the summer (Muggleborn) so it's not a huge issue, I would just like to know if they would work at school.

Cochlears and hearing aids wouldn't work due to needing batteries and using electric signals. Since we know electricity and magic don't mix, cochlears could end up shocking the brain in malfunction.
