Are the iNPC holidays the same as Hogwarts? As I want to write a solo about Octavia going home to her parents, for her birthday on the 1st of January.

I assume they are different due to different locations and cultural backgrounds, but at the same time I don't think we have the exact lists for other schools.

I have another question, so I'm applying for the Metamorphmagus ability anf I'm not sure if i should change my stats to 30 in my trunk

To my knowledge, if you get approved for the Metamorphmagus ability, a staff member will contact you and tell you to change your stats to 30 to fit your ability. I believe when you're applying you can state what you want your 30 stats to be in your application. You cannot change your stats in your trunk, an Index staff member has to do that for you.
