If you have the Fake Permission Slip and enough galleons to purchase a pet, yes you can.

Once you OOC buy the pet and obtain it, you can do an rp thread that states you snuck into Hogsmeade (if you have the Fake Permission Slip in your trunk) and you can rp that you either found a stray pet that you adopted, someone gave you the pet, or you brought a pet from home (as long as you have enough galleons OOC to purchase the pet and you do the pet thread requesting one in the Magical Menagerie). Those are all options if you don't want to get your pet from the Magical Menagerie.

You would apply for abilities for your iNPC under whatever school your iNPC goes to. But iNPC applications and updates and abilities are only open during certain times each year. If you miss the time when iNPC applications/updates/abilities are open you have to wait until they open again before you can apply for them, any updates or abilities applications.

Also remember, your iNPC cannot take any special talents or races. They are full human, so you can only pick from the list of normal human abilities.
