Hello, former prefect here. I’m one of those non-prefect users with a prefect badge in my inventory, and it’s because I used to be a prefect. The item description kind of cements that because it says ‘Because you belonged to the elite’. I’d assume this is also the case for quite a few non-prefect users with a prefect badge in their character inventory (if that’s what you were asking).

No, it doesn’t. It’s mostly symbolic while you’re on the team, and symbolic as well as memorable once you’re not (like me and other former prefects).

Unfortunately, no. There are some of our prefects who do not have it; nevertheless, it is only for those who serve as site mentors in addition to their roles as prefects.

IIRC in the books, the prefects were rather elite, so it’s quite possibly a reference to that. Also, very few people can be prefects at a given time, and they must apply and be picked for the role. IC prefects are meant to be on their best behaviour and good role models (so, elite in that they’re some of the best-behaved and such, generally). Those are just some possible interpretations

IDK what exactly you mean, I think if you write something that is not plagarised then you can claim it written by yourself, I suppose?

That would be problematic because the character isn't necessarily gone from the school. The character may still be in class every day. There is no consent as to what is happening, claiming they are gone would already be godmodding.
