99% sure that that message means they've turned off owl permissions. If their profile doesn't have the owl icon on it, that'll confirm it

They did not deactivate, I looked in the logs and there was nothing in the past month.

Ah right, if it was a recent deactivation it would be listed. If it wasn't a recent one though they could have deactivated and it just wasn't put in the logs yet. I know someone who deactivated awhile ago and made a new character but their old/new character was not listed in the logs.

They deactivated about 4 years ago I think.

It would have been recent. We have concluded that they most likely were banned for some reason or another

1) You mean as an official site mod? No, we require mods to have discord.
For your own events? There are dice websites, so you should be able to use those, but remember our rule not to link other sites on hio, so you will need to work with screenshots likely if you want to give proof for your rolls.
