Quick question: if you have a prodigal ability (I have charms learner), does that mean you get to learn all of the spells in your year straight away or do you still have to complete the homework?

Prodigal Charms Learner means that you are able to learn all the Charms Spells of the year above you. You need to make a thread in the Charms Classroom for that and write a roleplay of your character learning the spell. This doesn't get you a grade or housepoints, but you can still do the homework if you want.

Adding to what Opeila said, yes, Prodigal Charms only affects spells in the year above.
