Is it fine for an iNPC to be related to your PC - I'm was planning on them being cousins

Yes! We've had quite a few people make iNPCs related to their main character. So that should be fine.

If I have my account deleted to make a new one, if my character is a Metamorphmagus, is her twin sister also?

You can only have one character to be played. Your character's twin sister will only be a background character. If you want to make the twin an iNPC, she can't be a Metamorphmagus. (An iNPC cannot be a Parselmouth, Metamorphmagus, part-Veela, part-Giant, part-Goblin, Dhampir, Seer, or a Werewolf.)

Lore-wise, I think she's quite likely to be, but she could not be since metamorph-ness does sometimes skip generations, so if you wanted to make her an iNPC for instance as prof Reed said, you could say that it's just skipped past her. Could be an interesting character arc / plot point as well if the twin is jealous of your character's ability
