Nope. They have their own racial traits- at Year 1, 3, 5, and 7. Years 2, 4, 6, and adult- he can choose Wandmaker.

He can't get both for the same year.

For example- Part Goblin- me- my year 1 traits are Gobbledygook (language) and 5 sickle scholarship- and different appearance traits (which isnt that different from a human child's but still)..

If you are any talent/race- you have your yearly bonus- alternating. Odd number years are your racial traits. Even number years are your skills
