You can be 1/2 of one race and 1/2 human, but you will still be considered a part-being and inherit those traits (e.g. part-Veela). This was summarized in this graphic and this conversation back when I discerned how much non-human ancestry Aida could have while still being considered "fully" human.
This means anything 1/8th or MORE (such as 1/2, as you mentioned, Noah), would be considered part-being.

As mentioned, a far-away relation wouldn't show in your character. No race = no gain from the race. This means that your character and their family could say "we have these white streaks in our hair because we have Veela ancestors" in an RP, but in your ency (where the facts go), it would be mentioned as "the Whitewood family claims to have Poliosis because of a distant Veela ancestry" or similar. As it would be that, only a claim, not an actual fact.

This is all I needed to know
I am simply going to go with the "claims to be" phrase and hopefuly most people will decide to believe It. I was thinking of making the Veela ancestor to be at least 6-7 generations ago which would probably be around 1500s.

Aida pretty much answered this question. You can be the child of a Parselmouth, Seer or Metamorph without being one yourself, but for goblin, Veela and giant it doesn't work that way.
