Within reason, I'd assume so. It would depend on the scale of it though. They probably can't be the next President of the US for example.

Since I am auditing these threads - I noticed that this was not clearly answered.
Can you have scars: Yes, but it needs to make sense. As a muggle you coud get a scar from a mundane event, such as you fell or got into a car accident and suffered severe injuries that resulted in scars. when you come to Hogwarts you will have access to magical medicine however and this would be healed for you. As a wizard-born, half-blood or pureblood having scars is not really common. You have potions and spells, St. Mungos and mediwizards that can clear up major injuries in minutes, hours or days rather than weeks or months. The only exception to this is injuries caused by dark magic. Your character being young, pre-teen even, the likelihood that they would be targeted with dark magic is very low and the circumstances need to be without out site rating (we wont accept that your parents were abusive or withheld treatment to you, making them neglectful). Another common thing players claim is that they "wanted to keep the scar" but I will gently remind you that is nt only illogical but you're also a minor, no adult in their right mind would say "well little Tommy wants the scar on his face so we wont treat his wounds and hope one forms..." Werewolves would have a scar from where they were injured by a werewolf.
The other question is can your parents be famous?
The short answer is maybe. You see, we do not allow players to claim real-life associations, so claiming that you are related to the queen of England or Eminem will not fly. Claiming however your mother is a 'famous singer named [insert your mom's name that is not a RL famous singer]' then that is fine. Your parent cant claim they are 'the top' or the 'only' of something but they can claim they have been given awards and accolades.
There is something about ambition, how it not only propels you but also defines you.
