It might do something if the eclipse is total - it's kind of a full moon in itself. However, in the UK, there is only a partial eclipse visible and iNPCs can't be werewolves (as far as i know) so even if it did I don't think it would do anything to characters.

(I'm not an expert though so this is pure speculation)
