hey there you cannot currently use potions in official duels, private duels? who cares lol.
Other than that, you cannot heal yourself above your normal total HP level. There are however a few things that allow you to slightly go above max health like abilities etc. You can heal yourself! :>

avery already mentioned one way to go over max HP there is also an ability that buffs your allies to start a encounter 10% above max HP.

If it is not in the duelling spell thread, it cannot be used in an official duel

To my understanding, there is no way to cheat in a duel (maybe involving punching or physical things that counts?). Sorry for this unhelpful answer.

There isn't a cheat mechanic in dueling like there is in other sports. If you send in an action which isn't available, your mod will tell you that's not allowed and may give you a chance to send in a different action if the deadline hasn't passed.
