a Binding Mark is self-inflicted through casting the appropriate spell. Keith would either have to willingly cast it or be persuaded into casting it. It cannot be inflicted by any type of NPC. So if his mother did have the binding mark for whatever reason, it would be a good reason for Keith to also choose to cast the spell.
