I think you can get a broom whenever you have enough money on HiO. There are lots of things in canon that don't apply on HiO. Like the Sorting Hat taking into consideration where you want to be placed. In canon it let you decide whether you wanted to be placed in this or that house. Like the Hat was like 'where to put you, I see all of these qualities' and Harry was like 'not Slytherin' and the Hat says 'not Slytherin? you could be good in there! but if you're sure, then Gryffindor!' But in HiO they don't allow you to not choose a House. Whatever House you get is the House you get, regardless of your preference. In canon that would not happen. On HiO it does. So there are lots of things on HiO that are way different from canon. Just because something happens or is like this way in canon doesn't mean it's the same on HiO.

As a first year on HiO you all get school brooms. You can also buy cheap brooms that are slightly better than school brooms during your first year if you save up. The better brooms are way more expensive which means you probably won't be able to afford them until your 2nd or 3rd year.
