I don't know how much money you have atm but the amount next to your name is not what you have. It's what you have in money and in your possessions. If you hover over your profile on the upper right hand side it should say how much money you have.

Since your total is 23 galleons which is considering your money and all your possessions, and I think you start out at 7 galleons total + 6 galleons for your slip = 13 galleons.

23 galleons total - 13 galleons = 10 galleons? I'm gonna guess you have 10 galleons you can spend.
So you don't have enough for a snowy owl atm but if you want the cheaper owl or cat you can get now. Or you can save your daily scholarship money you get each day until you have enough for a snowy owl or a better cat.
