I mean I can see why that's a rule in the OOC section, but it doesn't apply to actual IC posts. Unless of course the people you rp with don't want that to happen. I've seen people do solo threads and double post and also in the clubs section people double post all the time. It's just a rule in OOC Let's Chat to give other people time to respond to comments too.

I think it's more based off common etiquette, roleplay etiquette, forum etiquette, ect. What Noah said about keeping from spamming! I also think it makes it easy to look over and moderate what is being said in chat though it wouldn't be one of the reasons for why it's done.

Well I would have offered but I'm planning on deactivating as soon as I can at a time that makes sense so I don't plan on doing more roleplays
