Besides, a lot of planets might choose to stay neutral. The star dwellers of Sirius never seem to take affairs within the solar system siriusly.

And about the actual plan itself... it seems pretty thorough but such a complete blockade of Earth seems rather unnecessary as Naptoonian investigations suggest Earthlings are self sustaining instead of deriving resources from elsewhere. It might be more advantageous to focus on the offensive instead, led by Mars and Naptoon, and perhaps Pluto if they're keen any thoughts?
