Personally, I think we should first agree on who is declaring neutrality. If you are neutral, you automatically provide medical supplies ie. Doctors Without Borders fashion. Otherwise, you can provide weapons.
I’m thinking Mars and Neptune lead the attack, since we have studied planet earth the longest.
But before the attack is launched, we need to close our trade routes when it comes to Earth and always use more protective vessels when travelling.
