Because as previous people stated, death is bad, but torture makes death sound like mercy. But, Imperio can force you to do unforgivable things like killing your own best friend. Imagine how much torture it is knowing you committed that deed. You would likely take your own life.

Wich of the 3 Unforgivable Curses is the worst
DADA used to have a question about which spell was the darkest or something like that.
I remember saying Mimblewimble at one point because I thought taking away the person's ability to counter them magically was pretty evil.
But over my time grading DADA, I have learned that... I don't consider any of those curses unforgivable. Yes, Imperio is bad! Yes, Crucio is despicable! Yes, Avada Kedevra is horrible!
But why do I not crown any of those the worst of the worst yet?
Well..
- Avada Kedevra - A mercy killing sometimes is necessary. You don't want someone to suffer an agonizing death or suffer for a prolonged period of time when they're going to meet an untimely demise anyways. Euthanizing, basically.
- Imperio - It can be used to stop someone from harming themselves, to pull someone out of a panic attack or from attacking someone else. It can be used to force someone to drop a weapon or to be used in an emergency situation- like if they're frozen in fear in a burning building, they can be imperio'd and told to walk out.
- Crucio - You can't cast it successfully to the maximum unless you genuinely want to cause pain, take Harry in the Ministry as an example. That being said, the evil isn't in the spell, it is in the wielder, the caster. Yes, those who get Crucio here will often use it for malicious purposes in threads. Yes, it tortures people, but let me rehighlight something, it reveals the caster's intent more than it defines the spell's morality.
Yes, all of these are bad. But even good spells can be used for evil purposes too and abused.
I'm judging them by their impact, utility and its ethical flexibility, but the darkest spells in magic aren't necessarily the ones that remove a person's autonomy, options or ability to fight. That being said, if I could answer mimblewimble (or langlock) again, I would. It removes your verbal ability to cast and your ability to defend yourself magically, to negotiate and scream for help and warn others. That is more dangerous than what is considered the Unforgivables.
A wizard who cannot speak is a wizard who cannot fight. But if I had to choose between the three, I would choose Crucio, but only based on how much pain someone has been put through.

Personally, I think Crucio is the worst one because I find it heartbreaking that Neville's parents had to have permanent insanity. Even tho they loved their son, they couldn't care for him.
Yes, Imperius Curse causes destruction of free will but at least you wouldn't have to know what you're doing. You aren't consciously choosing to do wrong or right.

I would say Avada Kedavra, but if I think about it I would say Crucio because with the first one you don't suffer as much as it is instant death, the second one inflicts excruciating physical and psychological pain, worse than instant death.
