The brooms are stored in a shed near Ruckus's office. Hello, is it possible for students to just borrow brooms, or do they have to ask permission to borrow them? If they have to ask permission, where do they ask permission?

For RP purposes, you may say that your character got permission from Ruckus to borrow a broom during normal daylight hours—you'd return it before the day was over. IC, let's say there's a sign-up sheet to borrow brooms at Ruckus's office. When he approves your request, you can come get a broom from the shed near the flying class lawn. Like Graci said, not every flying lesson has a spell like some of the other classes. You can see which ones have a spell in the syllabus (in italics).
