There is no real set "you must do this first," but getting registered for the index is a good place to start (then you can join moderated events, for example). Link

And that part means writing out an encyclopedia and trunk.

What about dorms?

You can find that in the Gryffindor Girls Dorms section. There should be three options you could choose from.
