You basically create the stats for your own character.
As a first-year student, you begin with 35 overall stats [30 if you opted for special race], and you should not have more than 10 in any of the category or surpass the 10 stat cap. To better grasp the player's stats system, please refer to this thread [Here].

Does posting anywhere on site make one continue to be seen as active for sports purposes, or is this restricted to certain areas?

Any post on site counts! As Amelia said, you can sign yourself up in your house (in this case, Ravenclaw). Unfortunately Amelia (and I) are in the different house than yours, so we cannot link you to the sign up thread (because each of us have a limited house access).
You should go to the Ravenclaw Tower and check either in Ravenclaw Common Room or Ravenclaw Out of Character Room for the Duelling sign-up thread.
Or if any Ravenclaw/staff read this, please lend a hand to link the sign-up thread.
