Ideas:
Reducio
Idea 1: Character A accidentally receives a owl meant for another person, but decides to respond to the original note sender without telling them who they are. Character B continues sending Owls back and forth with Character B trying to figure out who they are.
Idea 2: Character A and Character B are enemies in real life, but decide to sign up to be quill pals anonymously. As time goes on, their relationship in person strengthens as enemies, but in the notes they quickly become best friends despite not knowing each other's identities causing for some unexpected twists and turns.
