I think you need to have access to Hogsmeade first. That happens in year three, or you can buy a fake permission slip, so you can go there earlier

You can also get them from partaking in errands that offer them! Mister Bonni MacTavish usually likes handing them out, along with House Points, so keep your eyes peeled!
