You can buy it in Zonko's Joke Shop in Hogsmeade.

First, you have to buy a Fake Permission Form from Weasley's Wizard Wheezes in Diagon Alley to access Hogsmeade (without the permission form, you will only be able to access Hogsmeade in your third-year). After you get the access to Hogsmeade you can buy the Camo Cloak in Zonko's.
