If you are a third year or above or have the fake permission form which you can buy at Weasley's Wizard Wheezes in Diagon Alley for 6 galleons then you can go to Hogsmeade and buy chocolate frogs for 2 sickles at Honeydukes.
Otherwise I have a Chocolate Frog Donation Thread here where you can get specific ones you need!

The gold cards are the rarest of them, of those 18 I don't believe one is rarer than the others.
