quick question: if a rp is tagged 'open', technically can anyone respond, even if the original person didnt say who?

Yes, when the Rp thread has the open tag means that anyone can join in and rp with the thread owner.

And if the thread has the private or pv for short tag, then you can join unless you ask the thread owner pre owl if you can join the rp with them.

Yes, if the rp is tagged OPEN anyone can respond to the rp. But if the tags change and state CLOSED that means they aren't accepting any new people in the rp. Or if the the tags change and say FINISHED, DONE or COMPLETED that means the rp is finished/done/completed.

if it's [closed] it means a staff member closed it due to 3 months inactivity

Oh, I've had people put the [closed] tag in when they weren't accepting new members in the rp too.

People have done that but to avoid confusion and to be consistent, those threads should be "Private" or "PV". Those threads might get locked as staff will think they are abandoned if marked as 'closed'. This is a list of the tags and how they can be used - viewtopic.php?p=435050#p435050

Yeah, I myself haven't done [closed] but I've seen others do it, so I thought that was a thing too.
