You can refer to this thread. The fake permission slip mentioned can be found here. In Hogsmeade, you can buy them from the Honeydukes shop, where they'll be put into your inventory and you can "open" them to see which cards you get.

@Taylor Haywood, @Ami Procoppio answered your question pretty well. I'd also like to add that if you're on Discord, many people will happily give/trade you various cards to complete your chocolate frog collection. As Ami said, you can actually open these chocolates, and many people enjoy collecting the cards. Also, keep in mind that the Fake Permission Slip costs five galleons, and chocolate frogs cost 20 knuts. Personally, I got most of mine from errands and generous friends.
