No, @Paige Chase, you'll also automatically learn the potions and spells upon graduating to the next school year, but as Aspen said, you can learn them more quickly if you do the work.

Nope, at the end of the year you earn the ones from the previous year. As for being 'lied' to it was most likely a mistake.
