Anyone can 'sign up' for quidditch, broom racing or dueling. But that does not mean you instantly get into the sport and can take part in official games. If there is no room on the roster, you will be placed on the waitlist which means when a spot opens, you will be given a spot on the team in the sport, depending on where you are on the waitlist.
