You can only get it between 30 days of being validated, and only in first year. If you already have an ability, you can't get it

Parselmouths are a special race, not an ability. You would've had to register as one within 30 days of being on H.IO

I don't think Summer Camp has started yet. My guess is it won't be until July/August.
