while there is no proof Kyle was the one who hit Whiskers, it does seem likely because Whiskers is really scared of him

It was Kyle, Whiskers if I were to let him go, would run away from him, which is not something he would do unless scared. Whiskers is only afraid of Kyle, no one else here, and is shaking. Kyle already has past criminal history including animals
