Yes, the iNPC applications are closed. I am not sure when they will reopen again. But, you could always start to write one in the meantime, and just save it for when they become available.

i think im gonna apply for a new inpc when the apps open again instead of moving mathis (again) to this new acc D: rip but i tied his story so in with my first character that now it wouldnt make sense to keep him :[ which sucks cause hes so cute!
