No, you would have had to do that upon registration.

Hi! If I'm a first year and would like to get a pet(no over the summer), could I RP buying it during the school year, like today(April)? Or would I have to do it over a break/holiday? Thanks!

I think you're allowed to rp it now but just put that you're forward dating it for the summer. Although you cant forward date it further than 3 months

Just like any other RP, the location would have to make sense with the timeline. You can’t be both in class and at the Menagerie at the same time, and it’s not likely (but also not impossible) you leave Hogwarts for reasons other than holidays. However, you can forward date three months if you like and backdate to whenever you want. The Menagerie isn’t the only place you can RP getting a pet, however, you can also ‘adopt’ one you found somewhere else (forum Elsewhere is often used for that). Just keep in mind that the location has to make sense with the timeline.

I'm planning to transfer my iNPC to Beauxbatons. I want her to finish her second year at Ilvermorny and then over the summer she would move to France and attend the school at Beauxbatons. So would I have to fill out the form and do it when this school year ends or am I allowed to do it now?

If you want her to finish the year at Ilvermorny, you should wait til the end of the school year to fill out the form.
