It's an ability! You must be a fourth year to apply, and you must have the spell in your trunk.

Information can be found here and here. The spell can be bought in the Sixth Year study corner.

As Nick said, your character would be able to conjure a patronus upon learning the patronus charm, taught in dada, sixth year. You don't need to apply for it, and the form of your character's patronus is up to you!

What Elena mentioned, the Corporeal Patronus Messenger, is an ability that you can apply for only when having the patronus charm in your trunk. It's like an upgrade to your patronus, but isn't needed to conjure one.
